Position Information

Under the direct supervision of the Associate Vice President of Human Resources, Diversity and Campus Relations this position will provide a high level of human resource support and advice in key functional areas such as benefits; recruitment and selection; performance management; training and development; employee relations; labor relations; leave management; compliance; HRIS; and compensation.

Duties and Responsibilities

The following duties are normal for this position. These are not to be construed as exclusive or all inclusive. Other duties may be required and assigned.

Support Hocking College’s human resources program and related activities including recruitment and selection, benefits administration, leave management, performance evaluations, employee relations, labor relations, discipline, position descriptions, pay classifications, orientation, and training for all employees of the college.

Administers employee benefits programs such as retirement plans; medical plans; term life insurance plans; dental and vision plans; and accidental death policies.

Act as liaison between the College and the benefits provider. This includes researching inquiries from employees concerning eligibility, payments, and continuation of benefits; monitoring written communications and claims decisions of third party administrators and other benefit providers; resolving complaints received from employees as appropriate; and contacting employees, physicians, and vendors in claims management activities (e.g., advise on special cases; review unresolved claims issues and provide recommendations for resolution of issues).

Evaluates and compares existing company benefits with those of other employers by analyzing other plans, surveys, and other sources of information.

Installs approved new plans and changes by preparing announcement material, booklets, and other media for communicating new plans to employees. Conducts employee meetings and arranges for enrollment of employees in optional plans. Conducts employee benefit seminars for personnel. Revises and reissues all communications material on benefits from time to time. Advises and counsels management and employees on existing benefits.

Oversees the processing and tracking of all leave (FMLA, vacation, sick, comp time, workers compensation, non-contract)

Manage all aspects of the college's recruitment and selection process and ensure compliance with college policies and applicable laws.

Draft job descriptions, perform job analysis interviews, and research market compensation information as needed.

Seeks incentive programs that encourage excellent performance and increase retention rates.

Oversee new employee orientation.

Coordinate performance management program.

Provide guidance to supervisors and managers in developing job descriptions, facilitating benefits communications, and providing guidance on personnel policies and procedures.

Provide technical advice, assistance, and training regarding rules, laws, policies and procedures, and human resources practices. Reviews and analyzes changes to state and federal laws and reports necessary or suggested changes.

Assists in the development and implementation of department goals, objectives, strategies, and systems.

Draft policies and guidelines for the college and for internal department use.

Works with Associate VP to establish department protocol regarding the proper handling of WC claims; performs intake and reporting of Worker’s Comp injuries.

Participate in other College teams and strategic initiatives to foster collaboration and enhance communication within the College.

Under general supervision provides advice and counsel to client groups according to established human resources policies and procedures.

Position Requirements

Qualifications – Education, Experience, and Skills

Bachelor’s degree required, a focus on business, human resources, social or organizational behavioral sciences preferred. A master’s degree in a human resources-related field will be considered a plus.

A minimum of five years of professional experience in the human resources field with responsibility for a combination of duties involving recruitment and selection; performance management; training and development;  employee relations; payroll; benefits administration; compliance; HRIS; and salary administration.

Demonstrated customer service, organization, leadership, planning, and conflict management.

A good command of Microsoft Office application software, and some knowledge of automated human resource management systems.

Knowledge of business, human resources, public administration, and employment laws as well as customer service and employee counseling techniques.

The ability to communicate effectively, both verbally and in writing, to establish positive public relations and to interact effectively with students, staff, faculty, supervisors, co-workers, and the public.

The ability to establish and maintain collaborative effective working relationships with students, staff, faculty, supervisors, co-workers, and the public.

Problem solving skills, judgment, decisiveness, and creativity in evaluating information.

The ability to write reports and recommendations.

Certification from the HR Certification Institute will be considered a plus.

Certified Employee Benefits (CEB) specialist designation will be considered a plus.
